For a United and Sovereign European Defense

Russia's aggression against Ukraine together with questions about US support have shattered the illusion of peace in Europe. We, European citizens, demand that the European Union take decisive and coordinated action to ensure its security, sovereignty, and military independence: ONE army, ONE nuclear deterrence, ONE defense budget, ONE military industry.

We demand urgent action on these 4 priorities:

1️⃣ ONE EU army

Defense must become a EU competence under the European Commission (with decisions by qualified majority).

Develop an action plan for a European peacekeeping force in Ukraine (short term), an EU army based on NATO model able alone to deter Russia (5 years), and a fully integrated and autonomous European defense based on its most experienced army in Ukraine (10 years).

2️⃣ ONE EU nuclear deterrence 

Develop a shared European nuclear deterrent (based on the independant French nuclear capabilities) under the responsibility of the président of the commission.

Reform EU institutions so that the European Commission President is directly elected, ensuring democratic legitimacy for nuclear deterrence.

3️⃣ ONE EU defense budget 

Introduce an EU defense budget representing 5% of EU GDP within 5 years, consolidating all country defense budgets with the aim to improve efficiency of spending: it is shocking that EU countries spend together massively more than Russia in defense to end up with a weaker setup. Support budget increase with EU bonds available to individual citizens as well as institutions.

4️⃣ ONE EU military industry 

Build weapons and munitions factories with the first priority being to supply Ukraine. Invest both in high tech and mass production.

Streamline European military production by limiting key technologies to max two complementary European manufacturers to increase efficiency, covering all defense products and services.

Only provide EU defense aid for the purchase to these selected EU providers (except for urgent aid to Ukraine if required).
